He is the first electronic health record (EHR) user to win this award. However, he probably won't be the last because the AAFP has developed the Partners for Patients initiative to help AAFP members acquire affordable, standards-based electronic health records (EHRs). Physician Micro Systems, Inc. (PMSI)—the creator of the Practice Partner® line of electronic health record and practice management systems—is a core member of the AAFP’s Partners for Patients program and is proud to have Dr. Paris as a customer.

Dr. Paris practices family medicine at Hailey Medical Clinic in Hailey, ID, which consists of nine providers at two offices that are approximately ten miles apart. Many patients visit both offices, which posed a problem because the staff at each office did not always have access to the patientsÂ’ paper charts. In January 2002, Hailey Medical Clinic implemented an EHR and appointment scheduling system, Practice Partner Patient Records and Appointment Scheduler. By October 2002, they were completely paperless. A specialized phone line connects the two offices and allows the staff to access all patient charts, regardless of which office the patients visit.

Dr. Paris is also part of a rural outreach program. Twice a month, he flies a small plane to Challis—one of the most geographically isolated clinics in the lower 48 states—which is about 130 miles away from Hailey and is staffed by one PA. Currently, this rural clinic uses paper charts. The PA has to make copies of the paper charts and then mail them to Hailey Medical Clinic for Dr. Paris to review. Dr. Paris is planning to implement Practice Partner in Challis—with grant assistance from PMSI—so that all the clinical staff has instant access to patient data, regardless of their location.

In addition, Hailey Medical Clinic is a rural teaching site for students from the University of Washington School of Medicine. Dr. Paris teaches in the universityÂ’s Rural/Underserved Opportunities Program (RUOP), a four-week program for medical students transitioning between their first and second year, and the WWAMI Rural Integrated Training Experience program (WRITE), a six-month rural program for third-year students.

According to Dr. Paris, Practice Partner has been an instrumental teaching tool. He stated that his students quickly learn how to enter patient information such as past medical history, family history, social history, and previous immunizations directly into the electronic chart. Since implementing Practice Partner, Dr. Paris has found that he spends less time on documentation and more time directly interacting with students.

Dr Paris says, “I am excited and proud to be an ambassador for the AAFP in their initiative to improve family medicine by encouraging more family physicians to adopt an EHR. I can attest to the efficiencies, and therefore improvements, to patient care that are garnered by actually using an EHR.”

Jeff Offenbaker has been the computer specialist at Licking County Library in Newark, Ohio for the past three years. When he first came on board at the public library, they were running Symantec Antivirus on its 140 workstations and 7 servers.

"About 43 of our workstations are for public use, so it is really important that we run a solid and impenetrable anti-virus solution that keeps out viruses and trojans," Offenbaker remarked. "We were using Symantec before, and it let us down often because it didn't update automatically and continued to let viruses run undetected."

So just a few months ago, Offenbaker decided to find a new anti-virus solution that would stop viruses in their tracks.

"Our Symantec licenses weren't even expired yet, but the time came around for our budget meeting in which we would allocate funds for anti-virus licenses. I knew then that we needed to find something different," Offenbaker said. "We just couldn't afford the risks these threats posed to members of our community using our computers."

The Search Is On

Offenbaker and his colleague heard about AVG Anti-Virus and decided to do a test run of the product. They downloaded an AVG Anti-Virus Trial onto one of their servers and tested the new software for 24 hours.

"In that short amount of time, AVG caught more viruses on that one server than Symantec ever had!" Offenbaker said. "I knew right then and there that AVG was the product we would choose."

According to the article, a recent study performed by the Annie E. Casey Foundation, the Ford Foundation and the Rockefeller Foundation show that 1 in 5 Americans live in poverty. This confirms the growth in the number of Americans living below the poverty line that was reported by the U. S. Bureau of Labor Statistics last summer. The number is alarming, but what does it mean.

As the article states, some long-term studies indicate that a large percentage of those designated as poor live below the poverty level for short periods of time. This does not mean that poverty is non-existent or that those who live in short-term poverty do not suffer. It also does not contradict the notion that 1990s welfare reform may now be adding to the misery of the poor, according to News Informant editor Bernard Perlstein. “Under the guidelines of the welfare reform legislation passed in the 1990s, the states are not as easily able to come to the rescue of those who found jobs in the late 1990s but have not been able to hold onto them today, in the more sluggish U. S. economy,” says Perlstein.

Report highlights collaboration between Indian communities, biopharmaceutical companies and other international partners

Global Health Progress’ recently released report, Innovative Solutions to Improving Health in India, summarizes how the organization is committed to building sustainable, innovative solutions to secure access to healthcare for all Indian communities.

The report notes that access to healthcare remains problematic in parts of India, especially in rural areas. For instance, forty percent of the country’s primary healthcare centers are understaffed and fewer than one in five have a telephone connection. Nearly one million Indians die every year due to inadequate healthcare facilities and lack of access to healthcare. Without qualified health care professionals and fully equipped health facilities, programs to assist patients with medicines (both patented and unpatented) are of little use.

Additionally, chronic diseases are on the rise in India and infectious diseases continue to afflict Indian patients. India has the highest prevalence of tuberculosis (TB) in the world, 60 percent of the world’s heart disease, and malaria has staged a comeback after its near eradication in the 1960s. An estimated 40.9 million Indian patients suffer from diabetes, the highest number in the world, and 30 million people are infected with Hepatitis B Virus (HBV).
